General office records of the Engineering Division and its predecessors, the Joint Engineering Dept. of the Wisconsin Tax and Railroad Commissions and the Railroad and Utility Division of the Engineering Department. Included are correspondence and memoranda, inspection and progress reports, notes, reference material, blueprints, sketches, and surveys related to the division's responsibilities for valuation of steam railroads, street railroads, and utilities, and for matters related to safety, service, construction, and all physical aspects of utility regulation.

Legislation of 1905 established a Railroad Commission of three members, to be appointed by the Governor (Chap. 362). The Commission succeeded the Railroad Commissioners' Department (WIHV85-A2017) which had been established in 1874. The name of this agency was changed in 1931 to the Public Service Commission of Wisconsin (WIHV85-A696). Clyde Bruce Aitchison (1875-1962) was an attorney and Interstate Commerce Commissioner. He was born in Iowa, educated at Hastings College, Neb., University of Oregon, and American University. He began the practice of law at Council Bluffs, Iowa in 1896, and moved to Portland, Ore., in 1903.
